What about flower boxes on balconies?

Flower boxes may be placed on the inside of balcony railings. Nothing may be placed on the outside of the balconies or on the outside of the apartment facade. Feeding of birds shall not be allowed from the balconies. Shaking of carpets or bedding is not allowed from balconies or windows. This also applies to any French balconies.
